Event ID 25 the shadow copies on Volume J: were deleted because shadow copy storage could not grow in time.

I saw this error today and was surprised because shadow copies are turned off for this drive.

Windows 2008R2 Domain controller/fileserver

The shadow copies of volume J: were deleted because the shadow copy storage could not grow in time.  Consider reducing the IO load on the system or choose a shadow copy storage volume that is not being shadow copied.
